The State Enterprise “TajikNIIGiM” of the Ministry of Energy and Water Resources of the Republic of Tajikistan, with the support of the Swiss organization HELVETAS SWISS COOPERATION, and the German Society for International Cooperation (GIZ) in February and May 2018, conducted a series of training sessions on “IWRM and Basin Planning”.
The purpose of this training: to improve the knowledge of specialists, workers in the water sector for the implementation of the Water Sector Reform Program for 2016-2025, as well as the organization of IWRM in the Syrdarya River Basin the State Enterprise “TajikNIIGiM” – by the Ministry of Energy and Water Resources of the Republic of Tajikistan, with the support of The Swiss organization HELVETAS SWISS COOPERATION, and thanks to an exclusive partnership with the German Society for International Cooperation (GIZ), in February and May 2018, a series of training sessions on “IWRM and Basin Planning” was held.
Place of training: Buston, Sughd region of the Republic of Tatarstan.
This event was aimed specifically at increasing the efficiency of planning and water resources management, improving the coordination of their activities and accelerating the implementation of the principles of Integrated Water Resources Management and Basin Planning, which will contribute to strengthening the bases of water sector employees.
The essence of the basin regulation of water resources lies in the fact that the separation of politics from exploitation, as well as political issues arising in this direction, is decided by the Ministry of Energy and Water Resources of the Republic of Tajikistan. And the operation of hydraulic structures, the use of irrigation facilities to provide water resources in the necessary areas are implemented with the participation of the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan and other ministries and departments.
As a result, water users of different subsectors will be represented in the Basin Water Councils to ensure active public participation in decision-making at the consumer, administrative, sub-basin and national levels.
The State Enterprise “TajikNIIGiM” is the authorized scientific body for the implementation of the Water Sector Reform Program for 2016-2025, and using 40 years of experience, it conducts excellent educational and implementation courses throughout the republic. The personnel technical potential of the Institute organized this course on professional development and trainings for the employees of the water sector with high quality and at a high level.
Public participation was based on the principles of open and effective planning, the use of water resources, as well as for public decision-making related to the solution of the tasks.
Umarov D.M. the General Director of the State Enterprise “TajikNIIGiM” recognized the role of donors and international communities in the development of the country’s water sector and IWRM, emphasizing their desire to cooperate with scientific authorities in the framework of promoting future sustainable development in Tajikistan. Umarov D.M. added that partnerships with government agencies are central to the success of such a course, appreciating the key role played by the Swiss organization HELVETAS SWISS COOPERATION in supporting the sustainability of “the IWRM and Basin planning training”.
The meeting also considered areas of cooperation between water users of the Sughd region, agencies, and WUAs with the State Enterprise “TajikNIIGiM”, and the introduction of innovative approaches to the efficiency of water resources use in order to create a more sustainable future.
